Removing dried residue from goo gone and excessive tape on high rise tinted windows

    The store employees had tried to clean up excessive tape from a huge upper high rise window pane. They apparently used Goof-Off must have smeared it everywhere using a towel or something to try and remove this tape. Now the stuff has dried and it's smeared all over the window, and it looks horrible. I cleaned over it normally with soap and did absolutely nothing. Any idea what I might use to try and get it off?

    The other issue is that several large panes remain with all kinds of tape all over and I can't scrape as the windows are tinted (film). Anything anyone can recommend to use? It's not what I normally clean, but willing to go out of my way to make it look acceptable.
